Instructions:
1. Preheat your oven to 350°F (175°C). Grease and flour a 9-inch square baking dish.
2. In a large mixing bowl, whisk together the flour, sugar, baking powder, baking soda, salt, cinnamon, nutmeg, ginger, and cloves.
3. In another bowl, mix together the pumpkin puree, eggs, vegetable oil, milk, and vanilla extract until well combined.
4. Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix.
5. Pour the batter into the prepared baking dish and spread it out evenly.
6. In a small bowl, mix together the flour, granulated sugar, brown sugar, and cinnamon for the crumb topping. Stir in the melted butter until crumbs form.
7. Sprinkle the crumb topping evenly over the batter in the baking dish.
