I prefer to have a USDA Prime Ribeye or NY Strip. Don't get fooled by people who are cheap and don't know much about steak. NEVER buy USDA Select because it's the bottom of the barrel. USDA Choice is what you can buy at your average grocery store. USDA Choice is perfect if you just want an average piece of meat with average flavor.
USDA Prime is where it's at because it has the most flavor.
Keep it simple. Season your steak with salt and pepper in butter or oil. Give the outside a nice char and have it red in the middle, preferably rare to medium rare. Anybody who eats a steak cooked more than medium rare doesn't know anything about steaks.
