- Start by preparing the filling for the chimichangas. In a large skillet, cook the ground beef over medium heat until browned and cooked through, breaking it apart with a spoon as it cooks.
- Add the finely chopped onion and minced garlic to the skillet with the cooked ground beef, and sautรฉ for 2-3 minutes until the onion is soft and translucent.
- Stir in the chili powder, ground cumin, paprika, salt, and pepper, and cook for an additional 1-2 minutes to allow the spices to bloom and become fragrant.
- Remove the skillet from heat and stir in the shredded cheddar cheese until melted and combined with the beef mixture.
- Warm the flour tortillas in the microwave for a few seconds to make them pliable. Spoon a generous portion of the beef and cheese filling onto each tortilla, spreading it out evenly down the center.
- Spoon a dollop of refried beans onto each tortilla, spreading it out over the beef and cheese filling.
- Fold the sides of the tortillas over the filling, then roll them up tightly into neat bundles, resembling burritos.
- In a large skillet or deep fryer, heat about 1 inch of cooking oil over medium-high heat until hot but not smoking.
- Carefully place the chimichangas seam side down into the hot oil, working in batches if necessary to avoid overcrowding the pan.
- Fry the chimichangas for 2-3 minutes on each side, or until golden brown and crispy.
- Once the chimichangas are cooked to perfection, remove them from the oil and drain on a paper towel-lined plate to remove any excess oil.
