  4. Remove the thick vein from the bottom of each cabbage leaf, making a V-shaped cut.
  5. Place about 1/4 cup of the meat mixture on a cabbage leaf, then overlap the cut ends of the leaf and fold in the sides. Roll up the cabbage leaf from the cut end. Repeat with the remaining leaves and filling.
  6. Slice the remaining cabbage and place it in a Dutch oven. Arrange the cabbage rolls seam side down over the sliced cabbage.
  7. In a separate bowl, combine the diced tomatoes, sugar, and the remaining tomato sauce. Pour the mixture over the cabbage rolls.
  8. Cover the Dutch oven and bake for 1-1/2 hours, or until the cabbage rolls are tender.
