Tough Instant Pot pot roast might be from using a lean cut, not enough liquid, or not cooking it long enough. Opt for a fattier cut, add plenty of broth, and let it cook on low pressure for at least 2 hours.
That would probably mean it is undercooked. Try cooking it longer to let the pot roast have enough time to break down the connective tissues. Next time, add 10-20 more minutes under high pressure and check again.
